Deloitte is pleased to announce that Elizabeth (Beth) McGrath, formerly Deputy Chief Management Officer for the Department of Defense (DoD), joins the Federal practice as a director in Deloitte Consulting LLP. In this new role, she will serve as an advisor to Deloitte’s federal government and commercial clients to provide strategies that enable them to innovate and improve their business operations.
In her former role, McGrath was both the Department of Defense (DoD) Deputy Chief Management Officer and Performance Improvement Officer. During her tenure she addressed numerous management challenges, in part by instituting an investment review process for the Department’s $7 billion of “business IT” systems, authoring the DoD’s Strategic Management Plan (SMP) and overseeing needed improvements to the Department’s business architecture and security clearance processes. She also served as Principal Staff Assistant (PSA) and advisor to the Secretary and Deputy Secretary of Defense for matters relating to management and the improvement of business operations.
“We are delighted that Beth has joined Deloitte,” said Janet Foutty, principal, Federal Practice Leader and Federal Consulting national managing director, Deloitte Consulting LLP. “Her knowledge, experience and relationships will be instrumental in helping our federal and military clients achieve their mission goals as well as strengthen Deloitte’s deep capabilities in the Federal marketplace.”
During her tenure at DoD, McGrath was responsible for generating the DoD Strategic Management Plan – the business plan for Defense – ensuring strategic integration with the broader DoD mission; leading the Defense Business Council, the Department’s primary governance body for overseeing business operations; establishing performance goals and measurements for the Department’s business functions; and implementing DoD’s Continuous Process Improvement. She also served as the vice chair of the Federal Suitability and Security Clearance Performance Accountability Council overseeing government-wide security clearance process reforms. Previously, McGrath served as the Deputy Director for Systems Integration, Defense Finance and Accounting Service (DFAS) where she created a financial migration strategy that included a comprehensive architecture and identification of DoD-wide systems valued at more than $1 billion. She also held a variety of business/acquisition roles within the Department of the Navy.
“Beth brings deep capabilities and experience in business operations from her many years of stellar service at the Department of Defense,” said John Powers, principal, Deloitte Consulting LLP and leader of the Department of Defense sector. “In her new role with Deloitte she can help our clients improve their business practices, improve efficiencies and enhance business operations from an enterprise-wide perspective.”
Beth McGrath holds a Bachelor of Science degree in economics from George Mason University and is a graduate of the Federal Executive Institute. She is Acquisition-certified in program management, financial management and logistics, is a member of the DoD Acquisition Professional Community, and a member of the National Academy of Public Administration. Her awards include: National Intelligence Meritorious Unit Citation, Presidential Rank Award, Office of the Secretary of Defense Exceptional Civilian Service Medal, and she twice received the DoD Medal for Distinguished Public Service.
