Transport Canada proposes regulatory amendments for the certification and oversight of private operators

Transport-Canada-LogoThe Honourable Lisa Raitt, Minister of Transport, announced proposed regulatory amendments for the certification and oversight functions of private air operators. These amendments have been published in the Canada Gazette, Part I, on December 7, 2013.

Transport Canada regained full authority from the Canadian Business Aviation Association for issuing and modifying operating certificates for private operators. The proposed regulatory amendments will formalize these authorities in the Canadian Aviation Regulations.

Private operators include business aircraft, which are used by companies to transport employees and goods. This sector has been regulated under sections of the Canadian Aviation Regulations due to the sophistication of the aircraft being operated. Requirements for business aircraft have been in place since 1983.

“Business aircraft play a vital role in keeping Canada’s economy moving,” said Minister Raitt. “The Government of Canada remains committed to ensuring that the private operator certification program meets the highest aviation safety expectations.”

Stakeholders will have a 30-day consultation period to comment on the proposed regulations before they are finalized and published in the Canada Gazette, Part II.
